The two "unused" vacuum ports are not vacuum ports at all. They are vents for the float bowl. The float bowl has to be vented!
You do not need a fuel filter; it is redundant, because it is only another screen. The screen on the petcock will stop any thing that the filter screen would stop. The filter screen will never see anything that the petcock screen stops.
You said: "Took the tank off and checked/cleaned the petcock. Everything OK." So what was in the float that you drained? Water?
